This is a long term 30 month plus opportunity for a meticulous PM to deliver a number of complex high profile project in the digital / channels domain for a Federal Agency.


The Role - Channels PM (Opportunity 2210)

The Project Manager will become part of the Channels Delivery Stream working alongside other project resources taking carriage of one or multiple projects. The Channels Stream is responsible for the delivery of a number of digital services including: Bureau website, app, public facing services and a new Channels platform.


About the work Who will the specialist work with?

The Project Manager will work within the Channels Delivery Stream alongside other project resources and reporting into the Channels Delivery Stream Lead in the delivery function.

You will working with other Channels Project Managers to share broad generic activities which sit across the Delivery Stream and work with resources assigned to each project for the delivery of that initiative (some of which may be shared across the stream).

The resources the Project Manager is expected to work with are Business and Change Analysts, Architects, Development resources, Testers (from both internal and vendor teams) and Bureau SME's.

What will the specialist do?

The Project Manager will be expected to be able to interact effectively across a diverse range of skill sets including ICT experts, policy development, technical writing, procurement and PMO functions.

The Project Manager will be accountable for the delivery of their project outcomes, on time, within budget, and to expected quality standards.

To be successful in the role the Project Manager must be able to meet deadlines, sustain high quality outputs, marshal broad expertise towards common outcomes, and have a meticulous approach to project documentation and standards.

   Responsibilities - Full Requirements

• Engage with a wide variety of upstream stakeholders utilising interpersonal skills, empathy, understanding and control.
• Leading and developing customer driven documentation such as scope, timelines, budget and quality expectations through to planning, controlling and managing customer's expectations.
• Managing corporate, customer and third-party vendor efforts to plan and implement solutions to customer's needs.
• Responsible for Project Team management.
• Applying advanced subject matter knowledge to various complex business issues in your subject matter expert area.
• Working on complex problems / projects providing an in-depth evaluation of multiple factors.
• Displaying significant independent judgement within broadly defined policies and practices to determine best method for accomplishing work and achieving objectives.
• Leading functional Project Teams and potentially participate in cross-functional initiatives.
• Mentoring and guide lower level Project Team members.
• Comply with all Bureau work, health and safety policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.

Essential skills and experience  
  • The ability to obtain a baseline security clearance.
  • Project Management Certification either PMBOK or PRINCE. Strong Waterfall experience and Agile Method exposure.
  • In-depth knowledge of key services, operational policies, processes and methodologies applicable to Project with proven experience in using project management tools.
  • Experience with project management of digital delivery solutions.
  • Experience with delivery of large-scale public facing digital platforms.
  • Experience with delivery and configuration of Content Management System.
  • Experience with delivery and configuration of Self-Service portal.
  • Experience with Content Delivery Networks, Web Application Firewalls, application delivery Controls.
  • Experience with User Experience Design.
  • Experience with integration with Cloud Infrastructure.
  • Experience with API Management, Enterprise Service Bus and Managed File Transfer software.
  • Experience with review of architecture and technical artefacts.
  • Experience in planning technical implementation related to production deployments.
  • Experience in managing multiple direct reports including those from vendor delivery teams.
  • Experience in operationalising a Digital Experience Platform and associated support model.
  • High level of communication skills with the ability to articulate thoughts clearly in all forms of communication at all levels.
  • Demonstrate minimum 7 years' experience in large scale technology project management activities.
  • The candidate must state their agreement to have or obtain (at Bureau expense) a baseline security clearance.

Nice-to-have skills and experience  
  • Experience in executing product strategy including product categorisation and prioritisation.
  • Experience in data management including elements such as security, integration, analysis or data maintenance.
  • Exposure to procurement or contract development favourably looked upon.

How long is the contract?   Up to 31 December 2019, with a further 2 x 12-months extension option periods, subject to funds availability and delegate approval.

Work setup Where will the work take place?    Docklands VIC 3008

What are the working arrangements?   The successful candidate will be primarily located at Docklands, Victoria.

Interstate travel may be required, Bureau approval to travel is to be sought before travel is organised through endorsed Whole of Government travel arrangements.

Is security clearance required?

At commencement, the successful candidate must obtain and maintain baseline security clearance at a minimum.
